Washington, D.C. - The Peace and Emergency Action Coalition for Earth  (P.E.A.C.E. Inc) presented today a new global research and action program, Plan C, at the X-Conference at the Hilton Hotel in Gaithersburg, MD.

Plan C is designed to prepare the global public for disclosure of and ultimately contact with extraterrestrial civilizations that have been interacting with earth from the beginning of humankind.  Additionally, it will influence the strategies of disclosure by countries that have, up to now, denied and disinformed the world about these historic relationships.  Plan C will also send a message to visiting ET cultures that we are concerned, vigilant, and determined to move into a responsible role as cosmic citizens.

Plan C is a large undertaking with critical roles for global colleges and universities, independent Think Tanks, and the Exopolitical community.

For sixty years, governments of the world, and particularly the United States, have conducted very successful counter-intelligence programs that are based on an observation by Marshall McLuhan, 'Only puny secrets need protection. Big discoveries are protected by public incredulity.' 

Plan C will give a voice to world citizens about disclosure.  There is no designed role for governments or the United Nations to play.  They will be the beneficiaries of knowledge garnered from research and attitude measurement conducted by colleges and universities and independent Think Tanks around the world.  A key document that will be developed and delivered to all Heads of State will be a Declaration of Expectations from disclosure.

We are in the process of identifying independent think tanks, and colleges and universities that are ready to take the challenge to participate in an undertaking that has never been done before: proactive cosmic peace work.

PRESS RELEASE: CIVIL SOCIETY INITIATIVE TO IMPLEMENT 1978 UN GENERAL
ASSEMBLY DECISION ON EXTRATERRESTRIAL LIFE & UFO’S

[Washington DC – April 21, 2008] Four non-governmental organizations have launched a joint initiative to urge the implementation of a historic UN General Assembly Decision concerning extraterrestrial life and UFOs, adopted on December 18, 1978. This year marks the 30th anniversary of UN General Assembly Decision 33/426 that invited: “Member States to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects.” The Decision further invited Member States to “inform the Secretary-General of the observations, research and evaluation of such activities.”  Text of the UN Decision 33/426 can be viewed at: http://tinyurl.com/3rnfhr

The four NGOs have sent letters to the governments of France, the United Kingdom, Mexico and Brazil requesting each to forward to the UN Secretary General details of documents concerning UFOs each country has publicly released in the last several years.

A letter will be been sent to UN Secretary General Ban reminding him of the upcoming 30th anniversary of General Assembly Decision 33/426 and requesting a meeting to discuss its implementation; and informing him of recent observations, research and evaluation concerning extraterrestrial life and UFOs.

The main goal of the joint NGO initiative is to have the UN Secretary General take steps to implement General Assembly Decision 33/426.
