The precise Disclosure Wager is as follows: "Within the next year the UK prime minister will officially confirm non-human beings of extraterrestrial origin - not from Earth - are flying craft in Earth's skies." 

Generally, the Disclosure advocacy movement does not reference ET contact with governments. That has yet to be proven. It refers to ETs engaging the planet and the human race.

A pay out to PRG on the wager mentioned would, of course, go toward PRG's post-Disclosure advocacy work.

PRG has not asserted that Obama seeks the credit as the Disclosure president. Should events play out as expected President Obama would receive the credit as the Disclosure president.
