Welcome to the official home of the now completed 2002 independent candidacy of Stephen Bassett in the 8th Congressional District of the State of Maryland. The campaign infrastructure is not shutting down, and over the coming months this site will continue to grow and develop. Position statements, candidate endorsements, financial information, press releases, media coverage and more will be added on a weekly basis. For the past five decades the human race has been caught between two worlds, two paradigms. While millions of people worldwide have come to understand they are not alone in the universe, that an extraterrestrial presence has become manifest about the planet, the governments of the world, frozen in place by fear and indecision, have been unable to publicly engage this new reality. This cannot continue.
It is time for the United States of America, a nation which views itself as a leader of nations, to formally acknowledge this extraterrestrial presence. During the campaign the premise was put forth that conditions under which the United States government can end the UFO/ET truth embargo will be ideal in the coming year - thus the name "Disclosure2003."
The citizens of the Eighth District of Maryland live in one of the richest and highest educated communities in the nation. Their cities and counties are well run, public services are comprehensive, schools are highly rated and the quality of life is excellent. Could this community be better? Are there problems to address? Of course.
But the twenty-first century is off to a very bad start, and the campaign, in a fashion unlike any other across the country, asked the voters to look beyond their immediate local concerns and consider and debate very difficult and controversial issues with national and planetary import. First and foremost was "the politics of disclosure: ending the truth embargo concerning an extraterrestrial presence."
The registered voters of the 8th District were asked to send a clear message to the nation's leaders and top-tier journalists who work and reside in the Washington metro area. By virtue of the signatures they placed on the candidate petition, by the answers they gave to the pollsters and by the contributions they made to the campaign, they could say, "It is time for a political resolution to the most profound transition in human history. It is time for the truth to be told."

American |
Three modern phrases have come to represent to an unacceptable degree the relationship between citizens and their government. They are, "Need to Know Basis," "Don't Ask, Don't Tell," and "You Can't Handle the Truth." These concepts are often stated verbatim in actual policy and reside at the center of an increasingly patronizing posture - the government acting in loco parentis. These phrases and the ideas behind them are nowhere to be found in the U.S. Constitution. |

It is now time, twelve years after the
end of the Cold War, for the embargo (often referred to as the UFO
Cover-up) to end. The United States government should inform American
citizens and the rest of the world’s population of the presence of
extraterrestrial beings engaging the planet – “the disclosure
event.” |

2003 represents a window of opportunity for the
government to effectuate formal disclosure. |

Hearings
before the appropriate House and Senate committees to take testimony from
government/agency witnesses to events and evidence pertaining to an ET
presence and the government truth embargo should begin immediately. |

military/agency intelligence infrastructure and the congressional
oversight of this infrastructure needs a top to bottom review followed by
reform. |

Four
Presidents and a Revelation |
This
concept is highlighted because of its unique and powerful
possibilities. For the first time in history there are five
living ex-presidents. One is indisposed due to illness.
The other four include two Democrats, Carter and Clinton, and two
Republicans, Ford and Bush. The relationship between
Ford, Carter and Clinton with the ET/Disclosure issues is being documented
(see www.presidentialufo.com).
The senior Bush's relationship to these issues is less understood. These
gentlemen have an extraordinary opportunity. They represent a
powerful bipartisan option whereby they come forward together and call for
open, comprehensive congressional hearings to take government/agency
witness testimony, because they take the UFO/ET/Disclosure issues
seriously. [Important
note: President Carter has received the Nobel Peace Prize for
his collective work in and outside the White House. This only
reinforces his ability to step forward and help bring the truth to the
American people regarding an extraterrestrial presence.] |

NASA's |
NASA has a special relationship to the Department of Defense under the 1958 Space Act. Under Section 102(b) any evidence NASA might encounter which has extraterrestrial implications would immediately come under the control of the DOD. Since its inception NASA has been caught between its obligations as the nation's space exploration agency and its obligations to the DOD. This has created enormous stress on the agency. NASA's dilemma will be resolved by the disclosure event. |
| Echelon |
The American people do not properly understand the power of the Echelon surveillance system run by the NSA in cooperation with Canada, Great Britain, New Zealand and Austrialia. They had better. With the brief exception of CBS' Sixty Minutes, the top-tier media stay clear of Echelon. The quickest way to get a sense of the upside and downside potential is this: go to the video store, rent Enemy of the State 1998 and watch it twice. All of the technology showcased in this movie exists and more. Echelon is never referred to by name, but is central to the movie. The first viewing think about what this technology can do to America's enemies. The second viewing think about what this technology can do to you, if Congressional oversight breaks down and abuse takes place. Spying/surveillance technology has completely outrun the legal system. Without reform privacy rights measures cannot possibly keep up. |

Space
Weapons |
The Kucinich legislation to ban weapons in space now working its way through Congress is only one example of a host of issues which cannot be properly debated and considered without full knowledge of the extraterrestrial presence. How can policy regarding space weapons, space militarization, NASA, the environment, energy, science resource allocation, to name a few, be understood and pursued with such a huge hole in the information matrix? The debate over the nature of an extraterrestrial agenda has been underway within the UFO/ET research/activist community for years. Are extraterrestrials hostile, benign, a mixture of both? To what degree is U.S. space policy taking into account profound information not available to the public or even the Congress? This debate must move into the halls of the Congress, be covered by the highest levels of political journalism and serviced by the truth. |
| Environmental Implications |
The planet earth is under huge
stress from a human population 3 to 4 times the level it can properly
support without environmental degradation and unacceptable and unnecessary
human suffering.
At the very center of the truth
embargo lies this simple deductive process. (1) UFOs have been proven to
be extraterrestrial craft; (2) these craft must have a propulsion system
and an energy system; (3) their flight performance strongly indicates
technology well beyond human capabilities; (4) one or more of these craft
have crashed, and witnesses have reported seeing extraterrestrial or human
created copies of such craft within government facilities, as well as
operating over government facilities such as Area 51 (which were filmed);
and (5) Lt. Col. Philip Corso in his memoir, The
Day After Roswell, clearly stated that some extraterrestrial-derived
technological concepts were transferred to the commercial arena under his
guidance, but the energy and propulsion systems were not among these
technologies. |

is a venture capital company set up by the CIA to invest in high tech
startups. The $60 million
invested over the past two years has focused on information and
browser technologies. |

The Override |
The effect of this Presidential Order was to give a sitting president control over the release of the records of former presidents, in this case those of Ronald Reagan.. The Order also extended its reach to include the vice presidential papers of George H. W. Bush. Unless repealed the Order will begin covering the presidential records of former President George H. W. Bush in 2005. There should be more, not less, access to presidential records and this action by the sitting president requires serious scrutiny. [Note: documents related to the disclosure process may well exist within the presidential records of Ronald Reagan, George H. W. Bush and Bill Clinton.] |

Land Mine |
The failure of the United States to sign the Land Mine Ban Treaty is an embarrassment to the nation. It sends the wrong message that America cares more about minor military technicalities than the killing and maiming of children at play. It has slowed down the process of land mine removal. America should be leading not following in this area. |
IRS
Reform
|
This
is a core issue because it directly impacts trust in government. The
federal tax code is a nightmare and must be reformed.
It must be reformed, not because citizens should not pay taxes, but
because it is an extraordinarily intrusive system which invades the
privacy of every American to an unacceptable degree. A combination of value added and flat taxes should
replace the current system and 90% of all tax law as it pertains to
private citizens should be eliminated. |

Don’t
Ask, |
The “Don’t Ask, Don’t Tell” policy toward gay service men and women is an outrage and should end immediately. Discrimination of any kind within the military based upon race, ethnicity, sex, sexual orientation, or religion is particularly repugnant because the military is bound by honor and service to one purpose - defending the constitutional rights of all Americans from foreign enemies who would infringe upon those rights. |
| The X-Files | On Sunday, May 19, 2002 the X-Files ended its nine-year run on the Fox Television Network. Sadly, Dana Scully and Fox Mulder were unable to end the UFO Cover-up and the truth is still "out there." The reason? It turns out Fox and Dana are NOT ACTUALLY FBI agents, but are really actors PLAYING FBI agents. Who knew? And the series, which has almost paralleled in time the politics of disclosure underway since 1991, was not even filmed in Washington, but in LOS ANGELES of all places. So, if you are interested in the truth "out there," it's time to turn to the real X-Files "in here" - meaning your computer and the internet. Start off with a visit to the Black Vault, where thousands of FOIA documents are archived addressing the government posture on UFO/ET phenomena. Then visit the Disclosure Project and read the testimony of some of the hundreds of current and former government employees who are coming forward with direct testimony collectively confirming an extraterrestrial presence. Then surf on over to the research bibliography section of the Paradigm Clock and take in 2500 book, article and video listings (there are between 6 and 10 thousand). Then drop by the home of the only political action committee targeting the politics of disclosure, X-PPAC. From there go to the links section of the Paradigm Clock, where you can hyperlink out to hundreds of other websites - all part of a 55 year citizen-science movement - the real X-Files. |
